According to a Winder Police Department incident report, an officer was dispatched to the area of West New Street and Sixth Avenue in reference to two intoxicated individuals arguing in the street. Exiting a patrol vehicle, the officer was executed a traffic stop on a white Jeep Grand Cherokee and observed a white female running away wearing no pants. Despite being instructed to stop running, the female continued but was apprehended by the officer.
When the female refused to lie down on her stomach, the officer pushed her over and at that point, a white male exited the Jeep unsteady on his feet and started screaming profanity at the officer, saying, “Don’t touch her I’m going to beat your [expletive deleted].”
A second officer arrived and took the male suspect into custody while the first office spoke to a third individual, the driver of the Jeep GRand Cherokee, who said the female and male suspects were drinking and the woman took off her pants and took off running down the street. The male suspect was attempting to get the woman to return when a loud, verbal altercation ensued.
Cynthia Denise Hoskins, 47, of 6371 Mossy Oak Landing in Braselton was subsequently arrested and charged with public indecency, public intoxication, obstruction, disorderly conduct and disturbing the peace. The male suspect, Raymond Joseph Chaplin, 44, also of 6371 Mossy Oak Landing in Braselton, was arrested and charged with obstruction, disorderly conduct, public intoxication and disturbing the peace. Both were transported to the Barrow County Detention Center.
