When officers arrived to investigate, Cummings initially denied police access to the apartment without a search warrant, Tulsa Watch reported.
But she relented after a police supervisor told her they would make entry with or without her consent out of concern for the child, the report reads.
Police found the girl naked, wet and shaking beneath a blanket inside the apartment with multiple lacerations to her back, shoulders, arm and head, according to the report.
Cummings reportedly told police the girl tried to run off and wouldn’t listen, so she punished her with a belt.
According to Tulsa Watch, she said the child was wet because Cummings attempted to wash the blood off the girl.
Cummings remains at the Tulsa Jail, where she is being held without bond pending a juvenile review hearing at Tulsa County District Court.
She is also being held on multiple warrants for traffic violations.
