Disabled girl, 16, found starved down to 23lbs by her mom – 4 months after social services received first emergency call

Darlene Armstrong could not walk or talk and measured just 3’10” when she was taken to a Chicago hospital in March. Her mother, Rosetta Harris, pleaded guilty to endangering the life of a child. On November 17 social services received an anonymous emergency call that the girl was not being fed and had not seen a doctor in ‘many years’.
